General Position Summary:

The Humanitarian Program Officer, under the leadership of the Humanitarian Senior Program Officer, will support in the identification of suitable local partners for the LIVES project and the RRM project and will work closely with the selected implementation partners to ensure smooth, efficient, and effective implementation of the program. The Humanitarian Program Officer ensures the efficient and effective implementation of the emergency response program inclusive of NFI, Food, WASH, Cash, shelter and other basic needs assistance. They are a strong team leader, able to develop and mentor team members and are effective communicators, able to work with internal and external stakeholders to achieve common objectives. They are responsible for managing relationships with local partners and participants, contributing to the achievement of the program’s objectives and the HRRT overall objectives.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Strategy and planning

  • Actively monitor the evolving humanitarian situation as well as trends in Cash and NFI sectors.
  • Identify, build, and manage collaborative partnerships with Ukrainian partners, sub-grantees, donors, local government, and other stakeholders.

Program Management

  • Develop a weekly work plan to ensure that the program runs to time in an efficient and effective manner.
  • Identify, build, and manage collaborative partnerships with local partners, local governments, and other stakeholders.
  • Ensure that Mercy Corps humanitarian mission and principles are clearly communicated and understood by all stakeholders and that fair and transparent program participant selection processes are established and shared widely.
  • Work closely with local partners to develop work plans, including registration and distribution plans, as well as other program tools that guide project implementation.
  • Review narrative reports of local partners to ensure implementation is on track and collaborate closely with subaward and MEL teams to track alignment of partners activities with expenditures.
  • Conduct regular field monitoring of program activities and complete activity reports to record lessons learned and provide recommendations to improve programming.
  • Deliver effective implementation of training and capacity building initiatives for local partners.
  • Provide inputs for reports to the donor and/ or MC stakeholders at HQ or in the region.
  • Work with the Senior Humanitarian Program Officer to launch HRRT startup and ongoing program management and administration of teams across various field locations.
  • Draft detailed implementation plans and intervention budgets to ensure program implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.
  • Support the Humanitarian Deputy Program Manager and Senior Humanitarian Program Officer to design, facilitate and analyse rapid needs assessments, market assessments, protection, and risk assessments as well as any other needs identified during the response.
  • Organise and supervise registration sites for both cash and in-kind assistance ensuring that beneficiaries are effectively targeted according to established vulnerability criteria, registration sites are organized in an accessible and safe way and that feedback mechanisms are in place.
  • Ensure, in coordination with local partners, the planning of safe delivery and distribution of NFIs to beneficiaries, including advising on and adhering to standard operating procedures (SOP) for NFIs distribution, safety and security measures, and training program and partners staff on SOP and safety and security measures.
  • Integrate the use of community approaches in the design, implementation, and maintenance of projects.
  • Support local partners in capacity strengthening processes.
  • Ensure all interventions adhere to Mercy Corps Program Management Minimum Standards; Mercy Corps Codes of Ethics; Core Humanitarian Principles and Do No Harm.

Team Management

  • Coordinate with local partners to ensure proper communication and collaboration between partner and Mercy Corps teams during rapid response interventions.

Operations (Logistics, Admin, Procurement)

  • Work with operations departments to ensure that all procurement and payment requests are submitted and processed on time.
  • Ensure proper documentation of program activities and proper archival of program files.

Security

  • Communicate proactively with the security team to ensure compliance with security procedures and policies and that interventions are set-up and implemented in a safe and secure way.
  • Contribute to creating a secure environment for team members.

Partnerships

  • Help with the sub-awarding of local partner organisations.
  • Work together with partner organisation staff during rapid needs assessments, distributions, and post-distribution monitoring.

Supervisory Responsibility Administrative Officer, Translator, Drivers.

Accountability

Reports Directly To: None

Works Directly With: Other program departments, UACAT, Operations, Security Management, QEL, CARM, MEL teams and others.

Accountability to Participants and Stakeholders

Minimum Qualifications & Transferable Skills

  • BA/BS or equivalent in a relevant field;
  • Minimum 3 years of related experience working in a non-governmental organisation (NGO) or CBO focused on humanitarian assistance, relief or development work is desirable;
  • Experience in rapid response or in cash/NFI is an asset;
  • Demonstrated ability to meet deadlines and work independently and cooperatively with team members in cross-cultural environments;
  • Ukrainian language (written and spoken is required, and a strong command of English (written and spoken) is also necessary;
  • Excellent interpersonal and communication skills, including the ability to interact effectively with project partners, local authorities, and vulnerable populations;
  • Demonstrated flexibility and creativity in planning and problem-solving;
  • Demonstrable ability to deliver high performance in stressful and insecure contexts;
  • Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint);
  • Willingness to travel to remote and insecure field locations (please note that emergency and humanitarian teams must be ready to deploy on short notice and for long periods of time to response locations).

A successful Humanitarian Program Officer is someone who excels in a fast-paced and dynamic work environment. Humanitarian mechanisms are designed to provide immediate assistance during a fast uptick in humanitarian needs or displacement. As such, the work pace can be intense and demanding, requiring team members to act quickly and efficiently to address the needs of affected populations. They will be an effective collaborator who can work with and communicate effectively with colleagues, other humanitarian actors, government agencies, local partners, and crisis-affected communities. The ability to communicate clearly, work as part of a team and navigate cultural sensitivities are crucial skills for employees in this role.

Living Conditions / Environmental Conditions

The position is based in Dnipro and it requires up to 20% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard. During the field trips living conditions will be adjusted to the field conditions.
