Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. Our Mission is to stand for the rights and well-being of refugees and other vulnerable groups in Ukraine and abroad.

We are looking for Senior Finance Officer to join our international team!

Under the supervision of Head of Support Services the Senior Finance Officer, based in Kyiv, Ukraine, is responsible for ensuring implementation of ERC’s financial policies, compliance with local legislation, and efficient financial resource management, promoting effective collaboration across teams. The post-holder will ensure that the accounting of the ERC Ukraine office is in compliance with Ukrainian legislation, HQ rules and compliance with donor requirements and perform their tasks in a timely manner according to all due dates.

Main tasks:

Finance and Accounting:

  • Monitor the execution of the day to day finance activities according to ERC guidelines and local accounting regulations
  • Under the supervision of Head of support services update forecasts tabulations in collaboration with Finance officers/ Assistant and manage cash flow processes and funds transfer
  • Review in a timely manner financial vouchers ensuring information is accurate and backup for the voucher is in order and complete.
  • Participating in the allocation procedure with the Programme team. Preparing Salary file with allocation between projects
  • Review payroll calculations and disbursements.
  • Proactively participate in the monthly financial activities like working on new budgets and cost narratives.
  • Develop and implement the CO’s accounting and financial systems and procedures.
  • Ensure the timely payment of all invoices, demand notes and booking of all expenses in the system (Siseveeb).
  • Overseeing the preparation and Issuance of the timesheet guidelines to the CO staff monthly.

Staff and talent management

  • Responsible for the supervision and development of at least 4 staff in the CO finance unit; Provide accounting and financial training to CO finance staff including implementing partners, if needed; Organize training in financial management to non-finance staff as necessary.
  • Develop a succession plan to ensure that Finance level of service will not suffer due to the loss of any personnel.
  • In coordination with the supervisor, provide constant training to the finance team in accounting, financial and ERC related regulations.
  • Coordinate with the Finance Team to ensure that all finance reports are submitted within deadlines.
  • Work with the Head of support services and the HR Officer to develop and manage talent in the finance department.

Financial Reports and audits

  • Under the supervision of Head of support services facilitate all audit processes in the mission and ensuring all audit issues are followed up and resolved to a final conclusion
  • Review finance reports for submission to HQ, donors and local authorities. Coordinate with the Finance Team to ensure that all finance reports are submitted within deadlines.
  • Support supervisor and Finance Team in any other finance or accounting activities.

Expectations towards the candidate:

  • Master’s Degree in Accounting, Financial management or related field.
  • Minimum 5 years professional work experience with finance (budgeting, forecasting, and reporting) and accounting procedures and standards.
  • Experience working in humanitarian sector minimum 2 years, Previous experience working with humanitarian donors (UN, ECHO, USAID) would be a plus
  • Intermediate and higher level in English, fluent in Ukrainian or Russian.Working knowledge of all statutory legislation and regulations of Ukraine
  • Ability to build financial management capacity and deliver training.
  • Solid organizational skills: detail-oriented, ability to multitask, set priorities, meet deadlines and plan own work.
  • Strong numeracy skills, attention to detail, and advanced proficiency in Excel and accounting software (Bookkeeper etc).
  • Strong interpersonal and communication skills and the ability to work effectively in a multicultural environment.
