Program Coordinator, Manager (Protection, Livelihoods)

Project HOPE in Ukraine Private Funded Program Portfolio is focused on next major components:

  • Equipment, Pharma, Medical Supply for Primary, Secondary and Tertiary health facilities
  • Capacity building for the health care workers including specialized training programs.
  • Support in renovation of Health care facilities and other crucial community facilities to strengthen community resilience and decrease workload on other health facilities.
  • Improving IPC/WASH standards within Health Facilities and facilities serving affected population
  • Supporting establishment of Mobile Medical Units with Ukraine Health system to establish better access to healthcare services to affected populations and vulnerable groups.
  • Strengthening community cohesion and resilience with big influx of IDPs
  • MHPSS support to health care workers and affected population and vulnerable groups
  • Emergency Response to healthcare needs in case of crisis escalation

Position Purpose

The Program Coordinator/Manager (Protection & Livelihoods) is responsible to organize program management processes and documents according to the best program management practices ensuring the success of his/her designated projects and initiatives related to protection and livelihoods.

Main Responsibilities

  • Participate in strategic program discussions on the planning of protection & livelihoods programs. Identify potential response activities or anticipated response needs.
  • Provides operational support for the projects related to protection and livelihoods to improve the quality and effectiveness of field programs focused on several oblasts of Ukraine.
  • Ensuring project is sharply focused on programming goals and essential communications with key stakeholders are actively managed.
  • Work closely with a range of stakeholders, coordinate with Protection, Food & livelihoods Clusters, Cash Working Group, represent the organization and contribute to collective response efforts, establish partnerships, share tailored relevant contextual information.
  • Lead the planning, implementation, monitoring, and evaluation of protection and livelihood assistance programs in line with humanitarian standards and organizational guidelines.
  • Ensure that all relevant protection and livelihood SoPs and procedures are in place for programming.
  • Lead the development of protection and livelihoods technical sections of project proposals, including writing narratives, budgets, and logical frameworks.
  • Track budgets, procurement plans, and work plans to ensure proper personnel, facilities, and supplies are available to meet program deliverables.
  • Maintain relationships with existing donors and engage new potential donors.
  • Ensure efficient use of program resources, including human, financial, and material resources.
  • Provide technical support and training in areas such as protection mainstreaming, protection principles, Minimum Standards for Child Protection in Humanitarian Action (CPMS), Humanitarian inclusion standards for older people and people with disabilities (HIS), Minimum Standard for Market Analysis (MISMA), Minimum Economic Recovery Standards (MERS), Standards for Supporting Crop-related Livelihoods in Emergencies (SEADS), accountability to affected population, Gender equality, social and disability inclusion livelihoods programming, and project management.
  • Promote understanding of international humanitarian law, Ukraine law, and national legal frameworks relevant to protection and livelihoods.
  • Conduct field visits to monitor and support Protection & Livelihoods activities and interventions and support technical quality of programming by providing feedback and mentorship.
  • Collect, analyze and maintain data and information, compiling high quality reports for senior staff.
  • Ensure programs are responsive to the needs of affected populations and align with international standards and best practices.
  • Ensure all program activities comply with relevant laws, regulations, and organizational policies.
  • Аnalyze and explore data in interactive views, such as charts andtables, create and share interactive reports, scorecards, and dashboards, view, sort, and organize small to medium datasets in spreadsheets, create charts and tables quickly and easily.

Educational background

Master’s degree in law or in directly relevant area required (Legal education).

Project Management knowledge and skills

Strong Analytical Skills

Years of Experience:

  •  — 3−5 years of experience in a similar position in the humanitarian field
  •  — Experience in communication with high volume of diverse stakeholders (cold

and warm contacts)

  • Experience in data collection, conversion and analysis is highly preferred.
  • Experience in proposals/reports.
  • Experience in writing research and analytical articles on Human Right issues (in

English) is preferred (could be shared with portfolio materials).

Language Skills:

  • Ukrainian — fluent
  • Russian — fluent
  • Fluency in English and excellent writing skills are required. Minimum English requirement: C1

IT Technical Skills:

  • Proficiency with MS Word and Excel (advanced skills).
  • Proficiency with computers both in word processing and data gathering

spreadsheet programs, with presentation and report writing capability.
