Project HOPE in Ukraine Private Funded Program Portfolio is focused on next major components:

  • Equipment, Pharma, Medical Supply for Primary, Secondary and Tertiary health facilities
  • Capacity building for the health care workers including specialized training programs.
  • Support in renovation of Health care facilities and other crucial community facilities to strengthen community resilience and decrease workload on other health facilities.
  • Improving IPC/WASH standards within Health Facilities and facilities serving affected population
  • Supporting establishment of Mobile Medical Units with Ukraine Health system to establish better access to healthcare services to affected populations and vulnerable groups.
  • Strengthening community cohesion and resilience with big influx of IDPs
  • MHPSS support to health care workers and affected population and vulnerable groups
  • Emergency Response to healthcare needs in case of crisis escalation

Position Purpose

Program Officer is to support the implementation of services in an emergency setting. The Program Officer conducts and support assessments, is responsible for the program development process with technical and support departments. S/he will act as a liaison between the programs. S/he raises issues to take timely decisions as necessary. The Program Officer supports and manages, depending on the staffing plan, technical and core department inputs including Finance, Logistics and HR, towards the improvement of program decisions and actions. They support start up activities; support the development of proposals including budgets, logical frameworks, and detailed work plans. The Program Officer represents Project HOPE at external meetings, liaises with local authorities, members of affected communities, and collaborates with humanitarian actors.

Main Responsibilities

  • Support new program start-up, in coordination with Programs and in Country Offices ensuring that Country Offices have all of the necessary knowledge and tools required to manage programs, in compliance with donor regulations.
  • Monitor progress of grant-funded and privately-funded programs through monthly and quarterly review of internal Project management tools — indicator tracking tables, financial pipelines, M&Е reporting, work plans, compliance trackers, etc.
  • Support the drafting, review and finalization of internal and external narrative reporting under the guidance of the Strategic Director and Project Manager.
  • Maintain complete and accurate filing system for all active, closed grants, and proposals submitted by country officers.
  • Promote compliance with grants management manual and Support program team to strengthen internal controls and risk mitigation mechanisms related to grant management, safeguarding, HR, finance, security and procurement.

Educational background: Bachelor’s/Masters degree, preference in Law, Health

Years of Experience: Work Experience with an international Organization, UN Agencies or/and. international English speaking company is an asset.

Language Skills: Ukrainian — fluent. Fluency in English and excellent writing skills are required, minimum English requirement: B2/C1.

IT Technical Skills:

  • Proficiency with MS Word and Excel.
  • Proficiency with computers both in word processing and data gathering spreadsheet programs, with presentation and report writing capability are highly preferred.
