Project HOPE in Ukraine Private Funded Program Portfolio is focused on next major components:
- Equipment, Pharma, Medical Supply for Primary, Secondary and Tertiary health facilities
- Capacity building for the health care workers including specialized training programs.
- Support in renovation of Health care facilities and other crucial community facilities to strengthen community resilience and decrease workload on other health facilities.
- Improving IPC/WASH standards within Health Facilities and facilities serving affected population
- Supporting establishment of Mobile Medical Units with Ukraine Health system to establish better access to healthcare services to affected populations and vulnerable groups.
- Strengthening community cohesion and resilience with big influx of IDPs
- MHPSS support to health care workers and affected population and vulnerable groups
- Emergency Response to healthcare needs in case of crisis escalation
Position Purpose: The part-time Health Specialis would support methodologically and administratively towards Project’s HOPE’s Baseline Health systems capacity assessment
Main Responsibilities:
The consultant shall conduct research the latest updates on NHSU contracting both for 2024 and available projects for 2025 considering Primary Care & Secondary Care from the perspective of both requirements; type, quantity and quality of resources needed, condition, minimum and maximum number of medical services per reporting period and NHSU’s financial coverage amounts per each medical service by.
- Deliverable 1: Report in Data Base format with all applicable NHSU packages. Based on Research the consultant shall develop capacity assessment extensive data collection structure on health facilities compliance towards researched requirements and resources, allowing to compare facilities by severity of GAPs and financially comparable opportunities for capacity building. As well as data collection structure for assessing Health Facilities administrative area of coverage about possible quantifiable demand of those medical services per each NHSU package.
- Deliverable 2: Data Base structure for data collection.Develop methodology and tool for measuring investment payback period and return on investment ratio, for informing decisions on which facilities to prioritize for investment based on their gaps in resources and opportunities with their administrative area of coverage.
- Deliverables 3: designed tool, where data pereach facility could be embedded in and indicators could be calculated automatically, with written explanation of calculation methodology. Based on created Data collection structure consultant shall develop phased assessment plan which would allow to assess broader number of facilities within 9 Oblasts of Ukraine within desk research and prioritize facilities and hromadas for in-field assessment following which based on assessment data final facilities and investment areas could be prioritized.
- Deliverable 4: Plan of the phased assessment that includes, Phases timeline, clear data collection structure per each phase, clear scope per each phase [like number and names of the facilities and hromadas to be assessed
- The Consultant shall conduct Desk Research phase of the assessment of the facilities and hromadas of Oblasts of Ukraine informing the further scope for the next phase of the in-field assessment.
- Deliverable 5: Database with clear desk research information analysis and written narrative on methodology and conclusions of the desk research.
- Once the in-field Data is collected Consultant shall write a narrative report of whole assessment and it’s results.
- Deliverable 6: General Assessment narrative report, explaining methodology of each phase, results of each phase and justification of the selected facilities / communities.
Provide weekly summary of achievements and assumed % of completion per each deliverable. Preliminary Timeline per each Deliverable 100% completion:
- Deliverable 1, till 10th of September
- Deliverable 2, till 15th of September
- Deliverable 3 till 15th of September
- Deliverable 4 till 15th of September
- Deliverable 5 till 20th of Septemeber
- Deliverable 6 by 25th of October
Participate in key strategy/planning discussions if/as needed — including project design, and strategy development with Project HOPE, partners and technical experts.
Ensure adequate consideration and incorporation of cross-cutting themes such as gender equality social and disability inclusion, accountability to affected population, protection mainstreaming, ensuring sustainability of intervention, as well as Project HOPE’s signature value-add themes of continuous quality improvement (CQI), mental health integration, community systems strengthening and health workforce strengthening.
Provide additional administrative and technical tasks and deliverables contributing to the general scope, as requested by the Strategy Director.
Educational background:
Bachelor’s degree in public health, Medicine, Nursing, Paramedicine, Hygiene and Infection prevention control or related field, Master’s degree preferred.
Preffered Project Management knowledge and skills and experience Strong Analytical Skills woukd be an advantage: knowledge of mathematics, statistics, and probability, solid understanding of unit economics, understanding of basic principles of quantitative and qualitative research, understanding data types, data distribution types.
Profound knowledge on NHSU contracting Knowledge of Ukrainian digital health system (most importantly, Helsi), routine work of family doctors, most relevant sources of information in Ukrainian public health, disease and health conditions classifications (ICD-10, ICPC-2), most common epidemiological indicators (incidence, prevalence), organising observational studies
Experience:
3−5 years of experience in the humanitarian field and health sector
- Experience in data collection, conversion and analysis is highly preferred.
- Experience in proposals/reports preffered.
- Experience in writing Public Health research and analytical articles (in English) is preferred (could be shared with portfolio materials
