Background:

The ongoing conflict in Ukraine has created a challenging and volatile security environment, particularly in areas near the frontline. Humanitarian operations in these regions require careful planning and risk management to ensure the safety of staff, partners, and beneficiaries. In response to these challenges, we are seeking to strengthen our security measures by hiring a dedicated Security Officer to oversee and manage all security-related aspects of our operations.

Position Overview:

The Security Officer will play a crucial role in assessing and managing security risks in high-risk areas, providing expert advice to ensure the safety of our team and operations. The Security Officer will conduct security assessments, develop and implement security procedures, and deliver training to staff and partners. This role requires a proactive and detail-oriented individual with experience in security management, preferably within a humanitarian or conflict setting.

Key Responsibilities:

  • Security Assessments: Conduct comprehensive security assessments of areas where activities are planned, particularly in frontline regions. Identify potential risks and recommend appropriate measures to mitigate them.
  • Advisory Role: Provide timely and accurate security advice to management and field teams before and during field missions. Offer guidance on navigating UN agencies or other NGOs security protocols when necessary.
  • Training: Develop and deliver security training programs for staff and partners, focusing on best practices for operating safely in conflict zones. Training topics may include personal safety, emergency response, and security awareness.
  • Security Standard Operating Procedures (SOPs): Develop, implement, and regularly update Security SOPs for all field activities. Ensure that all team members understand and adhere to these procedures before and during field operations.
  • Incident Reporting: Monitor security incidents and trends in the region, providing regular updates to management. Maintain an incident reporting system and ensure that all security breaches are documented and analyzed.
  • Liaison: Serve as the primary point of contact for security matters with external stakeholders, including local authorities, UN agencies, and other NGOs. Collaborate with these entities to enhance security coordination and information sharing.
  • Emergency Preparedness: Develop and maintain emergency response plans, including evacuation procedures. Ensure that all staff are familiar with these plans and know how to respond in case of an emergency.
  • Risk Management: Continuously assess the security environment and adjust security measures as needed. Provide recommendations for improving overall security posture in response to changing conditions.
  • The Security Officer will be responsible for maintaining health and safety standards within the organization. This includes managing occupational health and safety documentation, undergoing relevant training, keeping a log of knowledge checks, conducting staff briefings, and developing comprehensive occupational health and safety instructions. The officer will also maintain a record of all briefings conducted with staff to ensure ongoing compliance and awareness.

Qualifications:

  • Proven experience in security management, particularly in conflict zones or high-risk environments.
  • Experience working with humanitarian organizations or NGOs is highly desirable.
  • Strong knowledge of security protocols and best practices, including experience with UN security procedures.
  • Ability to conduct thorough security assessments and provide clear, actionable recommendations.
  • Excellent communication and training skills, with the ability to deliver security briefings and trainings effectively.
  • Strong analytical and problem-solving skills.
  • Ability to work under pressure and in challenging environments.
  • Fluent in Ukrainian and English.
